Diplomat at the Egyptian Ministry of Foreign Affairs and scholar specializing in human rights.
In the context of the new globalized dynamics of hate speech, the nature and scope of States’ obligations under international human rights law regarding the prohibition of incitement to hatred take on increased importance. They have become a contentious issue within multilateral human rights diplomacy. This book traces the course of this standard in three analytical areas; its emergence, relevant supranational jurisprudence and recent attempts at normalization within the UN. The book argues that five internal characteristics of the standard have strongly influenced its difficult journey within international human rights law.
